The ZDEs are defined "depending on their wind potential, the possibilities of connecting to the power grids and the protection of landscapes, historical monuments and remarkable and protected sites. Their perimeter is delimited on a map at 1/25 000th. ZDE’s request is submitted by one or more municipalities or an EPCI with own taxation; the examination of the application file is carried out by DREAL. The creation of an EZ gives it legal value and enforceability against the third party.
