The list of municipalities classified as rural regeneration areas (ZRR) in accordance with the Decree of 22 February 2018 amending the Decree of 16 March 2017 has been published. The ANCT Territorial Observatory makes this new ranking available on its website and interactive mapping application.
* * How are municipalities now classified as ZRR? * *
The reform of the ZRR, adopted in the 2015 amending budget law (Article 1465 of the General Tax Code), simplified the criteria for classifying the territories taken into account. The criteria are now examined at the inter-municipal level and lead to the classification of all the municipalities in the EPCI.
In order to be classified as ZRR on 1 July 2017, the EPCI must have both:
— a population density less than or equal to the median of the densities per EPCI;
— a tax income per median consumption unit below or equal to the median median tax income.
For the French overseas departments, the municipalities classified as ZRR are defined by law.
The Finance Law for 2018 created a new condition for classification as a ZRR, relating to the decrease in the population at EPCI level for 40 years. Only the municipalities of the EPCI of Decazeville Community are concerned.
Municipalities previously classified as ZRR which no longer benefit from the maintenance of the effects of classification as ZRR:
— for mountain municipalities pursuant to the Law of 28 December 2016 on the modernisation of development and protection of mountain areas;
— for the other municipalities pursuant to the Finance Act 2018.
The fingers are the Orders of 16 March and 22 February 2018.
