The Sandre administrative departments are based on version 2020 of the INSEE’s Official Geographic Code: Codes and denominations of the departments, as well as the codes of the regions to which they belong.
Establishing the Revolution (Law of 22 December 1789), the Department becomes an autonomous local authority, with an elected deliberating body and executive, by law of 10 August 1871. it is managed by a general council elected for 6 years by universal suffrage, which in turn elects a president and executive of the department which prepares and executes the deliberations of the General Council, manages the budget and directs staff.
The Department has broad competences: Social work, construction and maintenance of colleges, rural land consolidation, organisation of school transport, etc.
There are 101 departments (including 5 overseas departments).
One department belongs to one region and one. Each overseas region is made up of only one department.
In order to better meet some of their needs, which are common to other local and regional authorities and which often go beyond the framework and capacity of a department, departments may join one or more inter-regional institutions to each of which they will delegate one or more competences with the aim of pooling the means necessary to achieve their objectives.
