The development plan (binding scheduling plan) is developed from the land use plan. In it, the representations of the land use plan are concretised in parcels. For example, both a pure and a general residential area can be developed from a residential area shown in the land use plan. The development plan contains legally binding provisions for the urban planning order and thus creates the conditions for the development of land. These options are exhaustively regulated in the Building Code and can only be applied for urban planning reasons.
