The service includes the parcels within the city limits, which are owned by the city of Gelsenkirchen, the federal government, the state of North Rhine-Westphalia, by selected housing companies or owned by selected institutions. In addition, the areas that are owned by the city of Gelsenkirchen, but the city acts as the originator, and the areas that are not the property of the city, however, the city is acting as a holder of inheritance rights.
