The Law on the Development Plan Osdorf 22 of 8 July 1969 (Hamburg Law and Ordinance Gazette, page 150) is amended as follows:
1. The current only paragraph shall be Section 1.
2. As § 2, the following shall be added:

The following provisions apply to the implementation of the development plan:
1. Commercial leisure facilities (such as squash and tennis halls, bowling alleys), retail establishments and pubs and dining establishments are prohibited in commercial areas. The first sentence shall not apply to a 100 m deep area measured by the Bornheide road boundary between the southern junction of Brandstücken and the Höner-stücken road.
2. By way of derogation from the first sentence of point 1, retail establishments shall be permitted on parcels 1094 and 1095 of the Osdorf area between Rugenbarg and fireworks, provided that they deal exclusively with or store such objects in building materials, works and other building supplies, flowers, plants, garden equipment, garden accessories and articles.’
