Maintenance of second-order waters
The waters of second order are maintained by the existing entertainment associations (§ 63 NWG), regardless of ownership of these waters, or by the land (cf. § 67 NWG).
The 1960 NWG re-established entertainment associations;
others already existed and were partly expanded spatially. In total, there were 114 entertainment associations at the time. As a result of restructuring, there are currently 109 entertainment associations.
A special arrangement applies to the state capital Hannover.
Under Paragraph 162(3) of the NKomVG, the state capital of Hanover remains competent to maintain second-order waters to the extent that it was until 31 October 2001. Federation structure
The Entertainment Associations (UHV) have been formed according to water catchment areas and cover the entire state of Lower Saxony.
The structure of the entertainment associations is very different, so the size ranges from 8.677 ha (UHV Kateminer Mühlenbach) to 222.980 ha (UHV Leineverband) and the water network density from 150 m to 2.200 m per km².
There are associations with community membership and with community and individual membership.In addition, there are combinations with individual membership/municipal membership/water and soil association membership.
The maintenance of the waters and installations is carried out in the direct operation or by undertakings or by a combination of both.
In the number of members there is a range of two municipalities (UHV Neuhauser Deich- und Unterhaltungsverband) and about 45,500 individual members (UHV Ochtumverband).
