The new land use plan, which became legally effective on 23 January 2005, prepares extensive options for the future structural use of further land.
The land use plan serves as a “preparatory construction plan” and covers the entire 14,552 hectares of Northeims urban area. It represents the basic features of the intended development, i.e. it shows where in the urban area which types of use (residential, commercial, transport, green areas, common needs, agriculture, forest, etc.) are provided for.
The land use plan does not yet provide a basis for a secured building right of a single builder. This means, even if your land is depicted as a residential area in the land use plan, you cannot yet directly derive the legal right to a development. The land use plan can therefore be described as a “planning development programme” binding on the municipality, but which itself has no external impact.
The land use plan consists of a plan and an explanatory report.
Only a development plan developed from the presentations of the land use plan meets concrete planning requirements.
