Preparatory studies of urban development measures

In Section 165(4), the Building Code provides for the carrying out of preparatory investigations in order to determine whether the conditions for the formal determination of the area of investigation as an urban development area are fulfilled. The preparatory studies will analyse the framework conditions, possibilities, obstacles and opportunities and risks of urban development in the future long-distance railway station Hamburg-Altona. The preparatory studies focus in particular on the need for the development of the area, an analysis of the starting situation, for example by identifying social, structural, urban and property relations, the development of the general development objectives to be pursued and a rough development concept, findings on the willingness of the owners to participate, the examination of the need for the special development instruments and the assessment of the speedy feasibility of the action.
