General brief description: The central-local structure defined in the Baden-Württemberg Regional Development Plan into upper centres and central centres with central areas (see object type Mittelgebiet) as well as in the sub-centres and small centres defined in the regional plans is intended to consolidate the decentralised settlement and economic structure of the country and to support and coordinate the desired settlement development.
As sites of metropolitan design, upper centres are intended to ensure the supply of an interlinking area of several hundred thousand inhabitants (usually the region) with highly qualified and specialised facilities and jobs.
Central centres are to be developed as locations for a wide range of higher-quality facilities and workplaces in such a way that they can meet the high level of specialised needs.
Subcentres are to be developed as sites of facilities and workplaces in such a way that they can also meet the qualified, often recurring needs of an interlinking area of basic services.
Small centres are to be developed as sites of central primary care facilities in such a way that they can meet the frequent over-local needs of their interconnectivity area.
