Dataset description

The Baugesetzbuch (BauGB) offers the municipality the opportunity to establish a special right of pre-purchase through (in Hamburg) ordinance. The adoption of such a regulation is at the discretion of the city if it is necessary to ensure the preparation and implementation of urban planning measures. It is to be regarded as an instrument of pre-emptive land acquisition; it does not serve to facilitate the general acquisition of land in the city. The Preemption Rights Ordinance is intended to ensure the management of a separate urban development by Hamburg during the period, e.g. from preparatory studies of an urban development measure.
