At its 55th meeting on 17 June 2021, the Regional Assembly of the Regional Planning Community Lausitz-Spreewald adopted the substantive sub-regional plan “Basic Functional Priorities”. By the decision of 28 October 2021, the sub-regional plan was approved by the Joint Regional Planning Department of the Länder of Berlin-Brandenburg. The publication of the authorisation was made on 22. December 2021 in the Official Journal of Brandenburg (OJ No 50).
The factual sub-regional plan “Basic Functional Priorities” meets textual and drafting provisions on basic functional priorities in the Lausitz-Spreewald region. The Lausitz-Spreewald region consists of the districts of Oberspreewald-Lausitz, Dahme-Spreewald, Elbe-Elster and Spree-Neiße and the district-free city of Cottbus/Chóśebuz, in accordance with Section 3(2) No. 4 of the Law on Regional Planning and on lignite and remediation planning (RegBkPlG).
Basic functional priorities are the most functional parts of suitable municipalities. Only one basic functional focus per municipality may be defined. Due to the legal validity of the factual sub-regional plan, the districts defined as GSP are given the extended possibilities for the development of residential development areas and for the development of large-scale retail space provided for in the state development plan Berlin-Brandenburg (LEP HR).
