The ATOM Feed Download Service for the legally effective change processes of the land use plan in Wuppertal (FNP) provides a dataset for download which covers the spatial scope of the (as of 05/2020) 66 legally effective modification procedures to the FNP. In general, the scope of the change procedures is multipolygons, even if (as of 05/2020) there is no multipolygon in the database. For each change procedure, the data set contains the number of the change procedure, the date of the legal validity and (if defined) the number of the B plan that gave rise to the FNP amendment. In addition, two hyperlinks are indicated for each change procedure: one leads to a PDF document in which the state is compared before and after the change of the FNP, the other opens the document viewer of the web application “FNP-Inspektor Wuppertal” with all documents available for the modification process digitally. The scope of the modification procedures is constructed on the basis of the Wuppertal Land Use Plan of 17.01.2005 with the German Ground Map 1:5,000, as of 1996, used as a background map. Tension-free overlay with current large-scale maps or orthophotos is therefore not possible. The scopes of application are precisely aligned with the limits of the current FNP main use areas with legal effectiveness, so that a conflict-free sharing of these two data sets is possible. An update of the database takes place only after completion of an amendment procedure to the FNP. However, the data that the download service accesses will be updated on a regular basis for security purposes. The data set provided by the download service is subject to an open data license excluding data change (CC BY-ND 4.0). According to the AG Geokom.NRW of the leading municipal associations in NRW and the state of North Rhine-Westphalia, there is a legal obligation to publish in accordance with the provisions of the INSPIRE Directive or the Spatial Data Access Act NRW for the legally effective FNP amendment procedures. In the recommendation for action of this WG, they are assigned to the topic of “soil use” set out in Annex III to the Directive.
