Since the entry into force of the Landeshundegesetz NRW, the competent local regulatory authorities have been obliged, for reasons of evaluation of the law, to report to the district governments the number of dangerous dogs, dogs of certain breeds and large dogs (§§ 3, 10 and 11 LHundG NRW) each year as of 31.12. The number of biting incidents and other incidents recorded in the reporting year is also to be reported — again by breeds. It also differentiates whether the bite incidents have resulted in injuries to humans or animals. In addition, the number of findings made by the authorities in the year under review concerning the danger of dogs in individual cases (Section 3(3) LHundG NRW) as well as the number of criminal proceedings initiated and OWi proceedings must be specified in each case. The district governments summarise the reports received by local authorities in a table and send this table to the Ministry in the first quarter of the following year. This checks the figures received for plausibility, summarises the figures for the respective year for the whole country, calculates relative frequencies from the reported absolute figures (e.g. the number of biting incidents of a dog breed relative to the total population of that breed) and compiles graphical representations and comparison tables with previous years’ statistics.
