Development plans, project-related development plans (application areas)

It presents the scope of all established and in progress development plans, including project-related development plans. The specific task of the development plan is to establish, as it were, between land use plan and the approval of a specific project, a binding framework which leaves the owner room for his own design and does not yet anticipate the specific administrative decision on a particular project. It is not regularly responsible for narrowing the framework to a predetermined project (except for the project-related development plan). The development plan shall only be determined and must be specified only to the extent necessary for the urban planning order and to comply with the requirement of fair balancing (including private interests). Building planning is offer planning within the meaning of such framework, which does not create any direct obligations to act. The establishment of a development plan does not require implementation. It is up to the landowner or the user to decide whether and when they want to take up the use, e.g. build. However, if he takes up the use, he must comply with the provisions of the development plan.
