The monitoring serves the preventive health protection of consumers. With its help, health risks to consumers can be identified at an early stage by substances found in and on food, cosmetics and consumer goods and, where appropriate, by targeted measures. The monitoring is carried out on the basis of §§ 50–52 of the Food and Feed Code (LFGB) as an independent legal task within the framework of official supervision.
The selection of products is carried out in accordance with § 6 of the General Administrative Regulation for the implementation of the monitoring of foodstuffs, cosmetic products and consumer goods (AVV Monitoring). It is based on the long-term approaches agreed between the federal government and the Länder to obtain sound data for risk assessment.
The foods to be examined are part of a representative shopping cart derived from national consumption studies (shopping basket monitoring).
In addition, some of the food tests have been carried out in projects since 2003 (project monitoring). In this context, current substance- and food-related issues are addressed in order to close knowledge gaps for risk assessment.
As part of the monitoring of selected product groups, studies on elements, organic substances or micro-organisms are mainly carried out in the case of cosmetic products and consumer articles.
