The entire answer can be found as [document 19/1723](https://www.landtag.ltsh.de/infothek/wahl19/drucks/02000/drucksache-19-02035.pdf) at the Schleswig-Holstein State Parliament. Character set of CSV files is ISO-8859-1, column separator is semicolon. The CSV files should therefore be easy to open with Excel.
