The new “Service instruction for the provision of Open Data (open data) in the City Administration of Wuppertal — (DA Open Data)”, valid since 18.10.2019, regulates the framework conditions for the provision of the data in the Wuppertal Open Data Portal www.offenedaten-wuppertal.de. The DA Open Data concretises the decision of the Administrative Board of the City of Wuppertal of 13 June 2016 for an “open by default” policy in the publication of administrative data. The proactive provision of open data becomes the standard for the handling of their respective data with the entry into force of this service instruction for all services units of the City Administration of Wuppertal. The procurement of IT applications is now mandatory, taking into account open data aspects. In the case of tenders, it is necessary to require that the IT applications allow access to the automated derivation of open data files. The DA Open Data regulates that the content in the Wuppertal Open Data Portal is maintained by decentralised editors and describes their role in contrast to the data-providing service units. The DA Open Data supports the editors through a clear set of rules for the allocation of open data licenses, whereby the City of Wuppertal prefers to work with Creative Commons licenses. Technical details (data formats, licenses, metadata, etc.) are outsourced to the service instruction attachments.
