Plan of use

The land use plan (FNP) covers the entire urban area and represents its existing and planned use at the level of the preparatory planning of construction management. The statements of this plan relate to the intended urban development for a longer period (usually between 10 and 15 years). The land use plan does not develop any direct legal effects vis-à-vis citizens, in particular it does not create a building right. It is an internal administrative specification for subsequent development plans as well as for planning of other planning bodies and technical authorities. In addition, it is an authority-binding requirement for controlling the construction process in the outdoor area. The land use plan and its amendments include investment plans and explanatory texts detailing the plan presentations The FNP is updated by Council decision. The data available here will be continued accordingly. Spatial data of the land use plan are available in shape format and as a feature class in a file geodatabase from ESRI. If it comprises a green area, priority should be given to measures to compensate and replace interventions in nature and landscape. Errors are successively fixed in the data base and are taken into account in the following update levels of the land use plan.
