Rhein-Kreis Neuss: Open budget

Der Haushaltsplan basiert auf einem Entwurf der Verwaltung und wird nach einem vorher festgelegten Beratungsverfahren in verschiedenen Gremien letztlich vom Kreistag beschlossen.</p><p style="margin-bottom: 1.2em; padding: 0px; line-height: 1.5em;">Die <strong style="margin: 0px; padding: 0px; font-weight: bold;">Haushaltssatzung</strong> ist die Rechtsgrundlage für die Umsetzung des Haushaltsplans und wird vom Kreistag in öffentlicher Sitzung beschlossen. In ihr werden die Summen der Erträge und Aufwendungen aufgeführt. Es folgen der Gesamtbetrag der Kredite, die Höhe der Verpflichtungsermächtigungen, der Höchstbetrag der Kredite, die zur Liquiditätssicherung gedacht sind sowie der Umlagesatz der Kreisumlage.</p></div><div class="read" style="margin: 0px;
