The aim of social conservation statutes is to protect the resident population of the area’s statutes from displacement processes. The Building Code gives cities the possibility to issue social conservation statutes for certain areas in order to maintain the composition of the residential population (Section 172(1), first sentence, no. 2 of the Building Code).
For construction projects, the impact on the structure of the housing stock, for example the size of the apartments, the number of rooms, the furnishing of the existing housing and the resulting rental height are crucial.
