Ground benchmarks refer in principle to undeveloped land. The ground level is not a market value. Deviations of the land to be assessed in the value-determining properties such as the type and extent of the structural use, soil condition, development status and land design cause deviations of its traffic value from the ground benchmark. By 15 February of each year, the expert committees shall establish ground benchmarks in relation to 1 January of the current year. It is expected to be published by 31 March. A single country dataset is then formed from all available soil benchmarks.
