In accordance with Law 4013/2011 and in particular Article 2(2)(c) sub-paragraph. “decisions of contracting authorities concerning recourse to the negotiation procedure for the award of public contracts, in accordance with the provisions of Article 25(3) of Presidential Decree 59/2007 and Articles 24 and 25 of Presidential Decree 60/2007, except in cases of force majeure, shall be adopted with the agreement of the Authority, provided that such contracts fall, by reason of their estimated value, within the scope of the above Presidential Decrees”.
