Control unit project Too(L)Smart — Palazzo Carafa

The Municipality of Lecce participates, as a successful body, in the national project Too(l)Smart: “Informed Urban Policy Management Tools for Smart Cities”, funded under the Open Community Notice PA 2020, ASSE 3 — Action 3.1.1 P.O.N. Governance and Institutional Capacity. The municipality of Turin is the leader of the project, the University and the municipality of Messina are the originators of good practice #SmartMe, while the municipalities of Lecce, Syracuse and Padua are the reliant bodies and experimenters of good practice. The project aims to co-build, in a logic of intervention open to the contribution of individual partners, an integrated system for the collection and use of data on territorial variables that strengthens the capacity of local authorities to respond to the increasingly complex problems inherent in the urban dimension and, at the same time, generate opportunities for innovation and economic development. The experimentation on the territory of Lecce has allowed the municipality to equip itself with its own technological platform for environmental monitoring diffused using IoT (Internet of Things) sensors based on the open hardware and open software paradigm. The project provided for a preliminary phase of configuration and installation of IT environments, i.e. infrastructure resources, connectivity, computing capacity and storage in the municipal cloud. Subsequently, during the trial phase, the municipality installed, configured and started operating 5 control units for the environmental monitoring diffused for the following quantities: air quality: particulate matter; weather: temperature, pressure, humidity, wind speed and direction, amount of rain. The environmental data made available under this project are experimental and unofficial, but are part of the broader widespread environmental monitoring logic applied to a Smart City context. The installations of the control units were carried out in the public buildings in the following areas of the city: State Scientific High School “Cosimo De Giorgi” (branch office); Carafa Palace (municipal headquarters); Didactic Directorate 5° Circolo “Livio Tempesta”; Technical Professional Institute “A. De Pace” (branch office); Institute of Higher Secondary Education “Galilei-Costa”. The environmental data, geo-referenced, can be reached and viewable at the following link https://toolsmart-dataportal.comune.lecce.it:1880/worldmap/ Through this civic environmental monitoring platform, the municipality intends to continue to: raise awareness among the community, with particular reference to new generations and school communities, to an increasingly conscious and sustainable use of environmental resources; make the local community an active part in the expansion of monitoring points and the creation of civic apps that, using the data provided by the ToolSmart platform, will improve the quality of life of citizens in a Smart City perspective.
