In the context of its institutional tasks and with the aim of combating poverty and social exclusion and facilitating the social and labour inclusion of persons in a state of economic deprivation and particular social fragility, the Region of Puglia has launched a programme called ‘Cantieri di Cittadinanza’ in accordance with Article 15 of Regional Law No 37 of 1 August 2014, ‘Assessment and first amendment of the estimated budget for the financial year 2014’ and by Regional Decree No 2456/2015, as amended by Regional Decree No 905 of 6 May 2015, which governs the action in question, it provides that the Municipalities associated in Territorial Areas (referred to in Regional Law No 19/2006), other bodies governed by public law and private entities in the territory (enterprises, third sector organisations, etc.) may activate active inclusion sites for the construction of works and services of public utility for income support measures to combat poverty.
The Municipal Administration, which has always been attentive to the needs of citizens in economic difficulties, provides, for the beneficiaries of the regional measures in question, for the implementation of projects, lasting six months, with a net monthly contribution of EUR 500, for active social inclusion and combating poverty, entitled ‘Warning in the Shipyard’, ‘Cantieri per l’Environment’, ‘Welfare Solidale’ and ‘Administrative — Management’. The four projects were included in the regional platform on 22-04-2015:
— “building heritage” includes activities for urban decoration, as well as mapping of disused signs, unused poles and devitalised trees in order to provide for their rapid removal;
— “Environment yards” shall consider cleaning and hygiene activities of urban and suburban public greenery;
— “welfare Solidale” concerns light welfare activities towards the elderly already followed in SAD (Social Home Care);
— the “Management Administrative Centre” which includes administrative support activities in the different sectors of the municipal administration.
