Areas of dense, free and transitional areas, identified by the Metropolitan General Territorial Plan (PTGM), by municipality. The plan defines dense areas such as those parts of the territory characterised by a consolidated building fabric and qualified service functions for the community and having a significant urban planning system. The free areas are instead made up of the territory outside the consolidated building and urban fabric or to the built-up nuclei, and in any case the dense ones. They have a prevailing agricultural, forestry or natural function and are to be preserved by new building interventions. Transition areas are areas of “cushion” between dense and free areas, characterised by the alternating presence of built areas and residual free areas.
