&LT;p&GT;I &lt;strong&gt;Transformation districts&lt;/strong&gt; identify parts of the territory in which complex changes to the urban and territorial planning are planned, for which the PUC defines the objectives and guiding criteria of the transformation, postponing the complete planning of the area to the operational phase. These are portions of the city; where, due to their dimensional or localisation characteristics, substantial transformation measures must be carried out, which play a strategic role at urban or local level, to be defined by the prior approval of Operational Urban Projects.</p&GT;
