Dataset description
The Municipality of Lecce participates, as a successful body, in the national project Too(l)Smart: “Instruments for the informed management of urban policies for Smart Cities”, funded under the Open Community PA 2020 notice, ASSE 3 — Action 3.1.1 P.O.N. Governance and Institutional Capacity.
The municipality of Turin is the leader of the project, the University and the municipality of Messina are the donors of good practice #SmartMe, while the municipalities of Lecce, Syracuse and Padua are the reusable and experimental bodies of good practice. The project aims to co-construct, in a logic of intervention open to the contribution of individual partners, an integrated system of collection and use of data on territorial variables that strengthens the ability of local authorities to respond to the increasingly complex problems inherent in the urban dimension and, at the same time, generates opportunities for innovation and economic development.
The experimentation on the territory of Lecce has allowed the municipality to equip itself with its own technological platform for widespread environmental monitoring using IoT sensors (Internet of Things) based on the open hardware and open software paradigm.
The project included a first stage of configuration and installation of IT environments, i.e. infrastructure, connectivity, processing capacity and storage resources in the municipal cloud.
Subsequently, during the trial phase, the municipality installed, configured and started in operation 5 control units for widespread environmental monitoring for the following sizes:
air quality: particulate matter;
weather: temperature, pressure, humidity, wind speed and direction, amount of rain.
The environmental data made available in this project are experimental and unofficial, but fall within the broader logic of widespread environmental monitoring applied to a Smart City context.
The installations of the control units were carried out in the public buildings of the following areas of the city:
State Scientific High School “Cosimo De Giorgi” (branch office);
Palazzo Carafa (municipal seat);
Didactic Directorate 5° Circolo “Livio Tempesta”;
Professional Technical Institute “A. De Pace” (branch office);
Institute of Higher Secondary Education “Galilei-Costa”.

Through this civic environmental monitoring platform, the municipality intends to continue to:
raise awareness among the community, with particular reference to new generations and school communities, to the increasingly conscious and sustainable use of environmental resources;
make the local community an active part in the expansion of monitoring points and the creation of civic apps that, using the data provided by the ToolSmart platform, allow to improve the quality of life of citizens from a Smart City perspective.
