The aim of water management is to ensure good quality waters by promoting their sustainable and prudent use. In order to promote the protection and improvement of surface and groundwater quality in the European Union, the Water Structural Directive was adopted in 2000 — Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for European Community action in the field of water protection policy. A General Implementation Strategy and General Implementation Guidelines are being developed to explain and better implement the requirements of the Water Structural Directive.
Latvia transposed the requirements of the Water Structures Directive into the Water Management Law and its subordinate Cabinet Regulations. To manage water resources, the territory of Latvia is divided into four river basin districts — Daugava, Gauja, Lielupe and Venta river basin districts.
