Since its creation, the Habitat Observatory has carried out five study campaigns for the **constructible land potential**, for the years 2004, 2007, 2010, 2013 and 2016. To this end, the General Planning Plans (GAPs) and the Special Planning Plans (PAP) of the Luxembourg municipalities were entered into a Geographic Information System (GIS) on the basis of the Numerised Cadastral Parcellaire (Numerised Cadastral Parcellaire) and validated by the Ministry of the Interior and the Greater Region.
A visual inspection based on aerial photographs carried out in 2004, 2007, 2010, 2013 and 2016 was carried out for the whole country to determine the occupancy status of the plots. This work, for example, determined that approximately 2 846 hectares of land was theoretically available in defined areas for the construction of housing within the municipalities’ GAPs in 2016.
A distinction between two types of land available according to regulatory and morphological characteristics showed that **33.1 % of the land available for habitat (approximately 941 hectares) corresponded to _Baulücken_**. These land represents net availability (i.e. the land is serviced and its entire area can be used for habitat without the need for additional road creation) and is theoretically actionable in the short term (i.e., it does not require the deposit of a “new neighbourhood” PAP or its equivalent in the old GAPs).
