The publication on Key Figures of Leadership and Heads of Corps in the State Civil Service is part of the series on key employment figures in the state civil service initiated in 2019 by the Civil Service Observatory.
With a view to transparency, the aim of this new publication is to break down for the first time the number of leadership and body leaders, by gender, in the different areas of central government for the years 2019, 2020 and 2021.
Management functions have in common the same function within the organizational structure of their organisation, although they may have different titles (first government advisors, commissioners, director, deputy director, inspector general, etc.).
It must be noted that, as at 31 December 2021, 53 leading positions are assigned to the ministerial departments, of which 75.5 % are men and 24.5 % are women. On the same date, 146 leading positions are held in the State administrations; in this group, men account for 72.7 % and women 27.3 %. In the diplomatic corps, 71.9 per cent of the same positions are held by men and 28.1 per cent by women, while the corps comprises a total of 32 leading positions.
In the education sector, it is distinguished between basic and secondary education.
As of 31 December 2021, basic education has a total of 64 directors and deputy directors and secondary education 102 directors and deputy directors.In basic education, the rate of men in the positions in question is 50 per cent and the rate of women is also 50 per cent.
In secondary education, men account for 69.6 per cent of these positions and women 30.4 per cent.
As of 31 December 2021, 91.7 % of the 12 leadership positions in the police force are held by men and 8.3 % by women. In the judiciary, women account for 38.4 per cent of heads of corps and 61.6 per cent of men. The total number of corps leaders is 13.
With regard to the gender distribution, we find that the rate of women is highest in basic education (50 %) and the judiciary (38.4 %), while it is the lowest in law enforcement (8.3 %) and ministerial departments (24.5 %).
All these data, as well as many other information, are to be found in the publication Key figures of the leadership and the heads of corps in the civil service of the State.
The publication will be updated annually. This approach allows for continuous monitoring of the evolution of long-term figures.
