In order to promote the diversity of the Luxembourg opinion press, a system for the promotion of the printed press was introduced in the form of annual financial assistance from the State budget, as defined by the Law of 3 August 1998 on the promotion of the print press.
The overall amount allocated to the press consists of a fixed basic share, determined annually by a Grand Ducal Regulation, and a sum calculated in proportion to the number of pages published per year. The reference amount reflects changes in the salaries and the price of paper.
A committee of six members, namely the President and two members representing the State and three members appointed on a proposal from the Luxembourg Association of Journal Publishers, the Luxembourg Association of Journalists and the Union of Journalists Luxembourg, will determine the number of standardised editorial pages to be retained for each body. It will calculate the amount of aid to be allocated to each body on the basis of comprehensive statements and supporting copies submitted to it by the beneficiaries and will report to the Minister responsible for the media.
