In mid-2007, the Action Plan for Force Districts, a plan for 40 focus districts in 18 Dutch municipalities, was published in which the quality of the living environment is considerably lagging behind that of other districts in the city due to a cumulation of problems. The Outcome Monitor Neighbourhoods Approach has been set up to provide insight into the effects of the Action Plan for Force Districts: From attention district to power district.
