On 1 September 2007, the Archaeological Monument Care Act (WAMz) came into force. The primary responsibility for the archaeological heritage is decentralised and is now at municipal level. The entry into force of the WAMz, the changes in the archaeological system and the rich archaeological soil archive in Haarlem are currently bringing about the need to define a municipal policy with regard to archaeological monuments.
In order to carry out the new legal tasks, with the intention to take care of the soil archive in a workable and efficient way, a policy paper Archaeology and an Archaeological Policy Map Haarlem have been drawn up. As a result, it is clear to all those involved in what cases the archaeological heritage should be taken into account.
The map contains areas where archaeological objects are likely to be found during soil work. There are different categories. The category and size of the project determine whether archaeological research is mandatory. Per category (colour) is the number of m² and the depth of the work where it is obliged to provide an archaeological report.
