This table contains figures on the benefit status of young people aged 15 to 27 at 31 December of the reference year by region. The benefit position of young people is divided into benefits or no benefits. The types of unemployment benefit, incapacity for work and assistance and assistance-related benefits are also included.
The regional breakdown for all years is based on the municipal division of 1 January 2021.
The total number of young people with a benefit in this table is lower than in regular StatLine tables on persons with benefits because young people not residing in the Netherlands or whose place of residence is unknown are not included in this table. The number of young people with benefits in this table is also lower than in the Labour market situation for young people (15 to 27 years old); region 2020. This is mainly due to the fact that an exact reference date was chosen in this table (31 December) while in the Labour market situation table young people (15 to 27 years old); the 2020 region looked at whether someone had a benefit somewhere in the month of October. A young person can claim multiple benefits. These may include benefits of the same kind, for example, two incapacity benefits, or benefits of different types, such as unemployment and assistance benefits.
In the latter case, the younger person is included in both types of benefits. In the first case, only once in the case of disability benefits. In the total counts, the person is counted once. As a result, the sum of the categories is not equal to the total number of young people with a benefit.
In order to mitigate the consequences of the coronavirus crisis, the Temporary bridging scheme (Tozo) was in force since 1 March 2020. The Temporary Transition Scheme Self-employed Entrepreneurs (Tozo) provides for an additional subsistence allowance or a loan for working capital to cope with liquidity problems due to the coronavirus crisis. Self-employed entrepreneurs can receive an amount from this scheme to supplement their income up to the social minimum. The first part of the Tozo ended at the end of May 2020, but by extension the scheme was still in force at the end of 2020. The Tozo is considered to be an assistance-related benefit, leading to a sharp increase in the number of persons with assistance-related benefits in 2020.
