This monitor determines the administrative vacancy for all types of real estate. Whether a property is administratively empty or not is determined on the basis of the Basic Registrations for Addresses and Buildings (BAG), the Real Estate Assessment (WOZ), the Basic Person Registration (BRP) and the Commercial Register (HR).
A residence property belonging to the real estate stock according to the BAG, is administratively empty if, according to the BRP, no person is registered here, and if according to the WOZ there is no user, and if there is no registration as a company in the Commercial Register.
This concerns administrative vacancy: it has not been tested in practice whether people actually live and/or that a company or institution is active. The figures also depend on how municipalities keep their basic records. When municipalities make changes in the way they keep their basic records, changes in vacancy rates can occur.
From 1 January 2020, a new registration on the use and ownership of residence objects will be used for the national Emergency Monitor: the LV WOZ.
In previous years, the Income Information System WOZ (IIS WOZ) was used for the determination of vacancy. For 2020, the IIS WOZ method has also been used, so that it can be compared with previous years.
