On request, the PBL advises the Ministry of Economic Affairs and Climate (EZK) regarding the subsidy scheme SDE++ (Stimulering Sustainable Energy Production and Climate Transition). This scheme determines the annual cost of renewable energy and various other CO2 reducing technologies. This final advice includes all options supported within the SDE++.
The subsidy needs for renewable energy are differentiated according to the topics of energy from water, solar energy, wind energy, geothermal energy, combustion and gasification of biomass and biomass fermentation. As last year, for the other CO2 reducing options, the PBL looked at the themes of electric boilers, heat pumps, hydrogen production via electrolysis, residual heat from industry and data centers, and CCS.
The following topics have been added compared to the opinion for and the scheme in 2020: CCU for greenhouse horticulture, advanced renewable transport fuels, bio-ethylene production, raw material recycling and electrification of offshore production platforms.
The calculations for the basic amounts corresponding to the SDE++ opinions were made using the Unprofitable Top Model (OT model).
