Dataset description

This table provides data on the income, expenses and debt of municipalities from 1900 onwards. The data have been collected from previous publications on the municipal finances. The most newsworthy and consistent municipal figures on income, expenses and debt are shown in this table. The data presented are taken from the annual accounts and balance sheets of municipalities and correspond as far as possible to the classifications and registration methods used by the municipalities in their own administration. This table replaces the series on the finances of the municipalities in the Government History table. Data available from: 1900 Key policy events: 1986 — as a result of a different method of financing the elderly, there is a peak of EUR 2 billion on the income side of the capital account. 1995 — in this year, municipalities received about EUR 15.5 billion from the State as a purchase price of the housing law loans.This leads to a one-off peak on the income of the capital account. With this redemption sum, borrowings were repaid, which also reduces them by the same amount in 1995. 2008 — As of 1 January 2008, the advance payments received from European and Dutch authorities with a specific spending target (e.g. the construction of new infrastructure) to cover expenditure in subsequent years will be included in the balance sheet otherwise. From that date, these will be included in the Arrival Liabilities.The amounts were previously entered under the Provisions. This led to a break in the figures of the relevant balance sheet items from 2007 to 2008. 2009 — due to the sale of Nuon/Essent shares, there is a peak of 5.2 billion euros. As the book profit received and superdividends are included in the administrative current account, the increase is visible there. 2015 — through the transfer of tasks in the area of the Social Domain from the State to municipalities, the benefits and burdens increase by about EUR 7 billion. 2020 — The sale of Eneco shares generates additional income (book profit) of 4.1 billion euros. Status of the figures: The results from 1900 to 2019 are final, the 2020 results are provisional. Changes as at 31 March 2022: Provisional figures for 2020 are included. The 2019 figures are now final. When will there be new figures: The new annual figures on the finances of municipalities are published approximately 15 months after the end of the reporting period. The figures may be adjusted on the basis of the availability of new or updated source material. In general, the adjustments are small in size. The adjustments are made when a new year figure is added to the series.
