Many archives of the National Archives contain scans. In the meantime, the size of this is about 35 million copies. These are available as open data. The material is very diverse and goes from medieval possessions of a monastery in Delft via scans from the V.O.C. and W.I.C. archives to scans of documents related to the decolonisation of India. There are also pieces about the history of the Netherlands such as the Plakkaat van Verlaathe (https://www.nationaalarchief.nl/onderzoeken/archief/1.01.01.01/invnr/254G) or the Peace of Münster (https://www.nationaalarchief.nl/onderzoeken/archief/1.01.02/invnr/12588.55B).
Due to the age of the archive material, most of the scans are available under Public Domain but here and there is also some younger material available. This young material is available under CC0
The material can be accessed via the OAI-PMH API of the National Archives.
