The concept of silence is rooted in the Noise Obstacle Act (Official Gazette, 1979). Stillness areas were defined as areas in which the noise load is so low due to human activity that the natural sounds prevailing in that area are not or hardly disturbed. In 1993 the article on silence areas in the Noise Obstacle Act came to an end and the legal framework was taken over in the Environmental Management Act.The silence areas are part of the Provincial Environment Regulation Drenthe, of 14 April 2011.
