The municipality of Haarlem has a soil quality map for its management area in 2007 (map
where areas of equal chemical soil quality are indicated) and
land flow policy (rules for re-use) established on the basis of the
rules for earthmoving of the Building Materials Decree. On 1 July 2008 the Decision
Soil quality came into effect. This creates a new national policy framework for
reuse and application of land. Because the municipality of Haarlem already has a soil policy
since 2008 the re-use and application of land has worked with the
transitional arrangement of the Soil Quality Decree. The period of validity of the current
soil quality map and soil flow policy expires on 1 July 2013. The Soil Management Note
aims to (re)use the soil as sustainably and efficiently as possible.
Within the framework of the Soil Quality Decree, municipalities are authorised to adopt
a soil quality map (Annex A) and soil management (Annex B). The decision in which
(local) maximum values, part of the design note Soil Management, are recorded
shall be valid if, in the preparation of this Decision, the provisions of Section 3.4 of
the General Administrative Law Act. The draft decision took part from 12 April to 31 May
it’s located. No reactions have been received.
This decision stimulates the reuse of land released within Haarlem.
In the longer term, reuse improves soil quality. With the re-use of the
the release of land is not hampered by the use functions.
