In autumn 2018, Difi conducted a survey of digitalisation measures in the state and made an overview of the measures and their characteristics. Information has been obtained on 412 digitisation measures from 87 state enterprises across all ministries. Common to the measures in the overview is that they have started up in 2018 and are in the idea, concept, planning, or implementation phase. Key concepts: In this survey, cross-cutting digitisation measures are defined as measures that cross ministries or across administrative levels. This means measures that affect government enterprises outside their own sector or municipal sector. Sharing and reuse of data means measures that either specifically ensure that other companies’ data is reused in their own solution or specifically facilitates that others can use their own data in their task solution. This also applies to measures to facilitate and make available open data to secondary users (residents, researchers, business and other public enterprises). Holistic and coherent services are defined as measures that solve a concrete task for multiple businesses across sectors (e.g., an overall reporting solution to several) or actions involving multiple businesses across sectors in order to provide one common user service (e.g. one entry to public services for users). The users mean citizens, employees, public and private enterprises, as well as the voluntary sector, cf. the Digital Agenda for Norway.
