The Council for the Prevention of Corruption (CPC), an independent administrative body established by Law No 54/2008 of 4 September 2008, operates with the Court of Auditors and is active nationally in the field of corruption prevention.
In its recommendation no. 1/2009, of 1 July, it determined that all entities managing money, values and public assets, including the Portuguese Environment Agency, should adopt Plans for the Prevention of Corruption Risks and Related Infringements (PPRCIC), and the APA prepared and approved its Plan for the Prevention of Corruption Risks and Related Infringements in March 2015.
Subsequently, and following the recommendation of 1 July 2015, the CPC considered that PPRCICs should extend their scope and integrate management risks arising from all the activities of public bodies, the APA having revised and updated its Plan, and approved in December 2018 the Management Risk Prevention Plan, including the risks of corruption and related infringements-2018.
The preparation of these plans falls within the scope of the fight against corruption already identified and underlined by the European Commission, the Merida Convention and the GRECO (Council of Europe Group of States against Corruption) in a recommendation to Portugal.
