Relative developments in GDP and other environmental indicators show a trend of decoupling between wealth creation and negative impacts on the environment, with a particular focus on reducing greenhouse gas emissions. In 2008, Portugal recorded the lowest energy intensity in the period 1998-2008. For carbon intensity, a figure below the EU-27 average was achieved in the same year.
