STCW ENDORSEMENTS The procedures and requirements for obtaining authorisations and certificates, qualifications of seafarers, examination programmes, conditions and method of renewal, recognition and replacement of authorisations, obligations of companies and crew members are governed by the Regulation on the authorisation of seafarers. The requirements for obtaining certificates of title, special endorsements and certificates are set out in Annex I, and the examination programme for obtaining certificates of title, special endorsements and certificates is set out in Annex II to the Seafarer Approval Regulation.
