The geographical information system for agricultural parcels (SIGPAC) is regulated by Royal Decree 1077/2014 of 19 December 2014. It is the agricultural parcel identification system (LPIS) provided for in the Community Common Agricultural Policy (CAP) legislation as one of the components of the Integrated Administration and Control System (IACS) of direct and similar aids. It contains the graphic delimitation and attributes of the enclosures (“reference plots” in the Community legislation). An enclosure is defined as a continuous area of land, geographically delimited, within a plot with a single use as defined in Annex II and with a single alphanumeric reference. The LPIS parcel is coincident with the cadastral parcel, except where the latter has not yet been modified in LPIS. The system also includes the LPIS parcel layer and the orthophoto layer, among others, which complete the enclosure layer. The attributes of the parcels contained in the SIGPAC are, apart from their graphic and identification data, the agricultural use (within the categories defined in Annex II of the Royal Decree), the average slope, the irrigation coefficient, the region of the Basic Payment Scheme and the grazing eligibility coefficient (as defined in Article 3(1) of Royal Decree 1075/2014 of 19 December 2014 on the application from 2015 of direct payments to agriculture and livestock and other aid schemes, as well as on the management and control of direct payments and payments to rural development). The scope of the SIGPAC is national, and legally it is set up as a public registry of an administrative nature, dependent on the Spanish Agricultural Guarantee Fund and the ministries with competences in the field of agriculture of the autonomous communities.
