NGA (Next Generation Access) white areas are defined as those that do not have coverage of new generation broadband networks, nor forecasts for their provision by any operator within three years, based on credible investment plans. NGA grey areas are defined in those regulations as those that only have new-generation broadband coverage or forecasts for their provision within three years by a single operator.
