Law 50/1999 on the legal regime of the possession of potentially dangerous animals gives municipalities the competence, among others, to manage the Municipal Register of Potentially Dangerous Animals (RAPP). In the case of the city of Madrid, this Register is attached to the Subdirectorate-General for Public Health of Madrid Salud. The criteria for classifying a dog as potentially dangerous are laid down in Royal Decree 287/2002 of 22 March 2002 implementing Law 50/1999 on the legal regime for the possession of potentially dangerous animals, and in its annexes. Owners of animals classified as potentially dangerous in accordance with the criteria laid down in the rules governing the holding of these animals (as set out in Annexes I and II) are obliged to enter them in that register. Likewise, it is the obligation of the owners to communicate any variation in the registration data of their animal, including its removal, or possible changes of owner. The degree of updating of the data provided is conditioned on the fulfilment of both obligations, and this also conditions the fidelity of the same as a fixed photo of the situation at the time of the extraction of the information.
