Social emergency financial aid and temporary aid of special necessity are an instrument of social intervention aimed at preventing marginalisation and social exclusion, as well as promoting the integration of people. They are aimed at family units or individuals who lack means and where certain risk factors are present. The Madrid City Council’s Ordinance on Economic Benefits of the Public System of Social Services regulates these benefits.
