The Low Emission Zone of Special Protection (ZBEDEP) & District Center” it was created in development of the Madrid 360 Environmental Sustainability Strategy, to protect human health and the urban environment by improving air quality and reducing the negative effects of motorised traffic. For this purpose, access to vehicles with environmental classification ‘A’ (and therefore cannot obtain environmental badge) is prohibited, while vehicles with environmental classification ‘B’ and ‘C’ are prohibited from accessing the ZBEDEP ‘Center District’ only to cross it, although they may do so to park in a public or private parking lot, or parking reservation located inside. In any case, the access criteria provide for certain exceptions, which affect residents, businesses and self-employed persons, people with reduced mobility, public services, transport of students to educational institutions and other groups and assumptions.
